Account level vs campaign level negatives - when does the difference actually matter?
We have negatives in three places now: an account level list, campaign level lists, and a
scattering at ad group level added over the years by various people.
I know what each one does in theory. What I do not have is a rule for where a new negative
should go, so in practice it goes wherever the person adding it happened to be looking.
Is there a principle here? My instinct is that anything we would never want, anywhere, goes
at account level, and anything that's only wrong for one campaign goes on that campaign. But
that leaves ad group level with no obvious purpose except sculpting traffic between groups,
which I thought was out of fashion.
