Getting my team in without sharing one login between four people

At the moment there's one login for the firm and three of us use it, which our compliance people would have strong feelings about if they knew. What I need is separate access per person, ideally with the paralegal able to look at reports without being able to change anything in the account. Is that possible, and does each person need their own connection to Google Ads or does that come from the account itself?

Yes to all of it, and no, they don't each need their own Google Ads connection. The way it works: the Google Ads connection belongs to the workspace, not to the person. You connect once, then invite your colleagues by email, and they see the same accounts through their own logins. Nobody needs to be added in Google Ads separately and nobody needs your password. For the paralegal specifically there's a view-only role, which is exactly the case you describe - they can open everything and read it, and the buttons that change something in Google Ads aren't there for them. One thing worth doing while you are at it: once everyone has their own login, change the shared password. A shared login that still works is a shared login that will still be used.

Set up this morning and compliance are content. The view-only role is what I actually needed - I had assumed I would be choosing between full access and email attachments.
