Fastest way to find the obvious waste when you inherit an account

We take on a handful of new accounts each quarter and the first week is always the same scramble. I would like a repeatable order of operations rather than whatever I remember to look at. What I currently do, roughly in this order: search terms sorted by cost with no conversions, keywords with spend and no conversions, ads with unusually low click-through rate, and then a look for duplicate keywords across ad groups. Is that the right order, and is there something obvious I'm leaving until too late? The first week is when the client is paying most attention, so finding the big thing early matters more than being thorough.

That is a good list and the order is nearly right. One change and one addition. The change: put search terms first, which you already do, but sort by cost with zero conversions rather than by cost alone. On an inherited account the top of the plain cost list is usually the account's best traffic, and you'll spend twenty minutes reading things that are working. The addition, and this is the one people leave too late: check conversion tracking before you analyse anything. On roughly a third of inherited accounts something is miscounted - a duplicate tag firing twice, a thank-you page counted as a conversion on refresh, a goal that fires on a button click nobody meaningful presses. If the conversion data is wrong, every list you build from it's wrong in the same direction, and you'll confidently recommend pausing the things that actually work. It costs half an hour and it's the difference between a good first week and an embarrassing second one. After that your order is sound. Duplicates last is correct - they are real but they are rarely the big number.

Tracking first. Obvious in hindsight and I have absolutely built a recommendation deck on a double-firing tag before. Adding it to the checklist.
