Why is my $18 zero-conversion keyword not flagged as wasted spend?

I have been going through the wasted spend report for last month and there's a keyword I expected to see on it that's not there. The keyword has 22 clicks, zero conversions and $18.40 of spend over the 30 day window. By my reading that is exactly what the zero-conversion detector is meant to catch, but it is not listed. Nothing about it is unusual otherwise. Keyword enabled, ad group enabled, campaign enabled, plenty of impressions. Is there a floor I am running into, or am I misreading what the report covers? In our vertical $18 is a single click on a good day, so I would rather understand the rule than assume it is a bug.

You are running into two floors at once and missing both of them. The zero-conversion detector on /dashboard/wasted-spend needs all three of: at least 30 clicks, exactly zero conversions, and at least $25 of cost inside the window. Your keyword clears the conversions test and misses the other two, so it's excluded. The bar sits there because of false positives. At 22 clicks and $18 there's genuinely not enough evidence to call a keyword dead, and plenty of keywords convert on click 25. We would rather under-report and have every row on that page be worth acting on than fill it with maybes you have to re-check yourself. For a vertical where a click costs what yours does, the search terms section of the same page is usually the better instrument. It triggers at a much lower cost floor, because excluding a search term that had no conversions is a far cheaper thing to be wrong about than pausing a keyword. Worth saying plainly: those thresholds are fixed today, not configurable per account. If enough people running expensive verticals want them adjustable, that's a fair request and we will look at it.

That's the answer I wanted. Not a bug, just a bar I am underneath. Configurable thresholds would be genuinely useful at our CPCs. I will write that up as its own request rather than derail this thread.
